PIP is not dependant on mycompentancy. It is done at overall project level and it needs to be done per level.
So even if your proficiency is p2 but others at your level are performing better your manager might be seeing only you as the option.

Sir P2 is a huge cause for last cycle PIPs. Associate managers with P2 were told this sole reason

The sad truth is reasons are evaluated after the decisions are made. We first go for non performance. But suppose a project has all perfomers then the least performance is given IP. Then reasons like certification, mycompetancy qnd others come in
