If Project release will impact promotion?

Hi, i am asking for release as i am working in same project since 14 yrs and a call is scheduled with management and HR to release me. But my concern is that if i will ask for release and my management is agreed on it then will they stop my promotion? My management had initiated it in sept and letter will be expected to be released in nov. My promotion is on priority list. It is now in corporate HR bay So if my management have ablity to stop it now?
