Short answer : No, but you may have a chance if you also have an offer letter. But don't blindly trust your manager or HR.
Long answer: I was offered a proactive retention where I was not needed to present any offer, because I told my manager that my responsibilities are higher than what I'm compensated for. So, they initiated a proactive retention. But after a month, the HR called me and asked if I had any offer letter in hand. I said that it was told to me that an offer letter was not needed initially. However, I was on the verge of getting another offer from a company, and I convinced the HR that I'll have an offer letter in a week or two. After two weeks, when I received the offer letter, I presented it to the HR, only for her to say that there is no visibility for the budget and a hike cannot be offered. So even with an offer letter, I was not offered a hike despite being a critical resource. I resigned the very next day, and after 3 weeks the HR called me again saying that they are now processing my hike, but it could take time. I firmly declined the offer, but they want to process it anyway. I'm leaving this organization because of the lack of consistency in their words, and I'm proceeding with the offer I have in my hand.

Seeing the current situation they won’t . But if ur very much dependent in ur project without u if the project can’t be completed then they can retain u .
Didn't work me in my case, despite having the backing of the Delivery Manager and Delivery Partner the HR just said that there is no visibility for the budget. I even had an offer letter in hand btw. Better not to trust the words of HR is what I've learnt
