Ideas to handle negotiation after receiving the offer letter

I have received 16 lpa in the offer letter already the HR , he not even considered just saying it is the max budjet but to other candidate he said 18 is the max.

Yet to put resignation mail.Having offer from very small company for 19 lpa.How to start the convo and negotiate?
