Ibm offer but location issue

Hi guys, I need your help. I have an offer from IBM. My initial location in the offer letter was Pune as it was project specific hiring but later I requested for a change to Noida and it got approved and got updated offer letter with new location.

Now my concern is- Can my manager ask me to relocate to Pune after joining because during managerial round, he told me it is Pune based project and I need to come to office all 5 days. Should I risk joining IBM given that I cannot relocate to Pune or look for other opportunities? HR also told me that you need to be flexible enough to relocate.What to do now? Thanks.
