Can someone shed light on the IBM hierarchy, especially within the development teams? Trying to understand the reporting structure.

Someone at IBM said that the company is trying to flatten its hierarchy in some areas, by empowering individual contributors and reducing the number of management layers. But it has not been very successful, I dont see that happening anywhere
