IBM- Bad hiring practices

Anyone from IBM, specially HR? I have a veru disappointing experience with IBM recruitment HR. First they said my technical interview is cleared, after a month of patience, and l follow ups, HR says the skill we are looking for is not matched with what skills you have!

I want to take some serious action against the Hiring HR. Could anyone suggest how can I proceed?
