You cannot issue, Termination letter.
Management will do that.
It is possible to keep resignation if you really want.

No need to inform, go ahead and resign.

They won't retain bcoz they are happy that people are leaving. They will accept the resignation and tell you to serve notice period that's it.

Just inform ur manager before doing so then u can proceed no body to talk...they will come to u if they really need you
