I want to resign but I got to know from my supervisor my name is in promotion list.

Since last 2 years no promotion happened
So whoever is there in queue first they will get promotion
Then after new one

I have been on the list since 2024 but so called higher management hasn't initiated the promotion cycle and my manager keeps saying once promotion cycle is initiated you will get it.

So basically he is also not sure ....and from an college of mine i got to know that there is a thing called as offline suggetion to HR for promotion for associate who they want to retain and keep in tcs and that I won't be able to know as it's depends on unite head not Team lead / manager.

Don't wait. Please resign. My manager also told me since 2 years, my name is in promotion list. But nothing happened. Finally I resigned last month

First, probability is high that this is just a carrot on the stick. Secondly, you need to look at the hike % vs the offer and compound both for next 3 years assuming an average hike year on year. Answer will present itself to you! Good Luck!
