I want to refer to a candidate but the process seems too long

I want to refer a candidate having 2 Yrs of experience in Java Springboot and MERN Stack. I have created a profile on BYB. I have given a resume in my project which currently requires a candidate but they are taking too long to process similarly I found a couple of projects which require a skill candidate, they say this is a good candidate but then take forever to create the interview opportunity for the candidate

What should I do in order to Fastrack the process for this candidate to get an interview opportunity?
