Don't discuss with mgr. Scale up your offer. Get multiple offers. HR will talk to you in 3rd month

If you discuss with manager in earlier days based on your first offer, it will restrict you from getting bigger offers and also your ability to negotiate if they are retaining. So get offers. Dont promise/expect anything from manager.
If you are really critical, they will come to you on your 3rd month of NP.
