I need a job referral for my brother

Hi, I need a job referral for my brother, his lwd Is 2nd week of Jan and the current offer he had was not updated. The joining date is 22 Dec, which he won't be able to join. Hello tried to connect with HR multiple times but the new joining date wasn't updated and his current company didn't give him early release as he is billable till last date.
