I moved TCS RMG, bt a proj. manager allocated me without discussing my skills or career goals Is this ethical If not where can I escalate ?

I'm recently moved in to TCS RMG , someone from random project manger give me allocation without discussing and concern wather that project relevant to my skillet and carrier asperiation or not. Is this ethically correct or not , if not where I can escalate this things .. please suggest.
