If WFH / WFO mode are better for some, and not so good for others, isn't it a choice that they should exercise for themselves. I don't think it will affect them if they are able to complete their work on time irrespective of how much timepass they are doing, they showing that they are coming to office by swiping so what they are doing inside it doesn't matter if work getting completed.
