During these 3 year , you never asked for promotion?

As I discussed with my manager, he informed me that I should have completed two rating cycles and possess two years of project role maturity. I'm not sure if this applies to me since I have 2.8 years of experience and my role maturity is 1 year and 4 months, with only one rating cycle completed.
