Switch as early as possible and make contact with friends who are in the domain which you want to move.

It's pretty common in Infosys TPDs mapping employees to a project that's totally apart from their skillset or employee's goals. However since you are already there, talk to your manager before it's too late and if you're eligible check for IJPs for Java required project, there are many opportunities for Java I think so it won't be difficult however may need to relocate if not available at your preferred location. Keep your manager informed on your goals and preferences so in case you are selected in a project in Java through IJP there won't be any conflict between your current and next manager.

Talk to your manager about your interest in development projects. Upskill in C# to improve your chances. Consider internal job portals for opportunities. Patience and persistence are key.
