Email sent about Aug increment has this statement. 'Those promoted between October 1 and August 1 who recieved higher than a standard promotion increase are not eligible for merit increase'. So if you have got more than usual hike, which usually comes only when you negotiate then you won't get hike otherwise you would. That's what I understand.
