I got promoted to TA last month. After a month hike came which is too less (7.9%). People with less rating got more hike percent. How?

Can I ask HR the reason behind this? Is there a possibility of increase? I had a good performance. People around me said that wait for hike, it will be good. But now it's a disappointment.
