Hike and Bands are not dependant on ratings in tcs. I have seen 3.5 ipf people getting A band and 4.5 ipf people getting B band. HRs have certain ratios that in a project they should give certain number of A bands and B bands. So they will randomly give band and hike to fulfill that ratio
