It is placed when some one already soft lock you. Once challenged lock is placed 99% you will be hard locked

I had got SL onto a project but they still didn't convert it into HL and then I got a challenge lock, so whom should I contact to get the hardlock, project which had SL or the latest project which sent Challenge lock?
