I did , keep making different excuses , sometime project is on warning or budget issue , will do in next cycle
And if I want to get roll off then they'll say you are experienced resource we cannot roll you off and we will take at least 4-6 month to process roll off.
Leave the project.You should have received promotion within completion of 3 years in a project
Whoever you talk no use,they will reach out your current TL/ Project lead/Associated Manager. They should help what needs to improve.simply they will search other reasons.so get more offers with other companies you can demand.

Drop your papers and delete the prod environment data
Changing project, talking to Hr, etc wont jelp. It's entirely up to you what you wanna do in life. If you want to keep waiting and stay then do otherwise switch.

4 years? High time to connect with HR manager then or du lead and explain your situation, demand promotion or roll off
