All are replaceable irrespective of performance

It's not easy as it is. I tried everything. Finally I found that switching the company is the best possible option

Either fight with your L1 manager and l2, or wait for 18 months for tenure rotation or find opportunity outside wipro. Those are your 3 options, 1st option being the hardest

first of all find suitable project for development and then talk to your current managers for approval and convince them that you want to change otherwise you will resign so they will approve to release then get billable in development project.
