I absolutely agree they won't have reason to give good banding but then I'm not sure about " D " as " C " has been the standard irrespective of if you have been anything between high performer to average performer .
If you are lucky and living on super good terms and in good books maybe they might give a "B'
Yes you are eligible. This is because of the previous performance discussion and you served. But they will put D grade for you mostly. As you are going outside they don't care for your grade as it is not worth it for you also unless you stay.
What I heard from my lead is that they will give default rating for resigned resources that is ok for leaving employees
