I am getting paid as per standards

Currently working in TCS with 6 yoe as IT ANALYST role C2 grade 10.5 lpa Completed 2yrs in TCS . I asked for a C3A promotion, and the manager said I need to complete 3 years in TCS. Is this true? How much of a hike i will get if I get a promotion. It is good to wait here and start working on wings2/promotion? Or do I need to search outside ? My Technology: ETL developer role What is an average range salary getting for this scenario. Any suggestions please
