Trending @Capgemini; HRA claim

My monthly rent is 22k. I need to declare HrA on cg portal but the owner is not ready to provide his pan card. He is ready to provide his family relative pan card and ready to make a new agreement under the same relative name . CG also asks for online transaction id to owners account i guess. What should i do in this case ? How to get the hra approved ? Any tricks , experiences
