HR not Approving WFO Exception, after Manager approval

Hi guys, my manager asked me to raise WFO Exception as there is no ODC available in my location. But in the 1st level of approval HR is not responding and approving the request even after sending mail multiple times. I am worried because if approval is not completed within 10 days it will be auto rejected by the system. Any suggestions......
