HR mail on Retention Incentive merged to Personal allowance

I have completed 3 years and was expecting Retention Incentive atleast this year. Have financial commitment planned for it.

Disappointed after seeing mail from HR that your retention Incentive is discontinued and merged with personal allowance. Going forward this amount will be paid in monthly basis by throwing a letter at my face..

It's frustrating working for same package for 3 years and no bonus or hike. Everytime they are saying some random reasons. Almost all our team has left the team, due to some personal issues im not taking this decisions.
