Hr initial screening round

I was told by hr during the initial screening round that I will be sharing your resume with the team and if you're shortlisted someone will contact you. But I haven't received any callbacks.Is this the way of saying "you are not what we are looking for?". Who has the authority to schedule the technical round, hr or the team.

nowadays, i believe this is just another line by hr after "i'll get back to you".

Normally HR schedules the call, in some org tech team is always busy in solving next big problem, so sometimes HR asks tech team to schedule call as per their wish.

In your case don't loose hope at the same time don't expect anything
