HR can help for wfh exceptions

I have a exception from wfo mail from my client can use the same to opt for wfo exception? I tried connecting with my hr but its of no use can anyone help me with the process or exact norms to opt for wfh ?

No HR’s will support unless project management accepts the wfh request.

But the very first acceptance goes to hr itself so the project manager and hr keeps in loop and finger points each other

I my situation HR is saying it should comes from your manager and if manager is agree then HR will accept.

No but we dont have a ODC at my location

Unless you work at client location, exception from client mean nothing to TCS management
