HR asking for previous company’s manager details

So I’m on my notice period currently and completing the onboarding formalities for the new company I’m joining. As part of the formalities I’ve to provide the details of my manager. While i understand that this is a standard practice, I do not want my manager to know where I’m going. Do HRs actually contact the managers? I’m curious about the process and why do they need it. Also, how should i delay it.

Tell HR that the manager is not aware of your exit and will give a bad review if he finds out and that both HR and you will have to redo hiring efforts again in case your manager gives a bad review. Ask if they wish to do that... Hence, you will share this after hiring is complete.

The hiring is already complete and i have an offer in hand. This is the pre-joining formality which is in progress.
