Easy peasy solutions:

  1. Shut down shop. Cloud spend will reduce.
  2. Start charging - convenience fee, service fee, delivery fee, surge fee on all orders

And let that Larry Ellison get a grip into your systems so that he can extract that licence fee for Java SDK installed in 1 dev systems and fine for 1000s of system? It's better to sell my soul to the devil, who might himself owe his soul to Larry Ellison.
