how to transition from a ops/management role to consulting?

I have seen a lot of consultants to join startup after 2-3-4 yrs at a consulting firm but how things can happen other way around? If you’re working, have around 2 yrs of experience and not in any mba college? Does cold emailing work in consulting firms? All MBBs and Boutique consulting?
