How to take action against manager?

My manager or hr is not confirming my release date. I sm getting calls from other tcs project but since release date is not confirmed, they are not starting interview process. Hr and manager not responding to mails and teams msg. What should I do?

Document all your communications. Escalate the issue to higher-level HR and senior management. Persistently follow up. If unresolved, consider involving the ombudsman. Be cautious with drastic actions.

After escalating to higher level hr, they told it's won to won movement. And direct release to rmg does not happen. And today I sent mail again cc the higher level hr. Let's see, I am expecting response by tomorrow otherwise I will raise grievance
