Essentially follow this process -

1. Find openings on linkedin
2. Reach out to people in your network or cold email the job poster on linkedin
3. Get a referral if you can't reach the hiring manager
4. Apply directly for roles where you can't do 2 and 3
5. Register on naukri and set preferred country as uae/dubai

That's primarily what you need to do. The rest is on luck since the market isn't great rn
