Whether you are billable/ non-billable doesn't matter, they will not give you release. They will say you are getting your salary right.

Directly talk with manager that you want release as you are looking for so and so technology which is not in current project and you have experience in that . So you will surely get released.

There is only one way out...don't perform and let the client escalate.. once the client says they don't want to work with you only in that case they can think to move you out otherwise forget and keep working quietly..
