How to reduce NP/extend Joining Date

My current notice period is 90 days and I have received a joining date of 60 days. How should I explain to HR to extend my joining by 30 more days and when should I inform them about the same? Or on the contrary, if that isnt possible, how to convince the current employer to decrease the NP
