Trending @Cognizant; How to negotiate the notice period?

I recently gave an interview and got the offer. But they are asking to join within 2 months but the NP is 3 months. I am not doing any significant work. Not even tagged to the client, only some internal allocation is assigned to me.

Whom shall I contact ?
