How to negotiate for job location?

My friend is currently working at Samsung, Noida and has received an offer letter from Goldmann Sachs.

They want him to join in the Hyderabad office but he wants to join in the Bengaluru office because most of our friend group is working in Bangalore.

How to negotiate for the location and what points can he put for the same?
