How to get your money back from a fraudulent transaction.

This is a genuine question. Recently my close friend got scammed on telegram and now the other person has blocked him and there is no way to contact him. Is there a way to get your money back as I have heard that there is a way where you report it online and get a refund. Is this true? Does cyber crime or NPCI really refund the money back? If so how much time does it take. Thank you :)
