How to get seat in TCS offices

As management want to come every day in office and minimum 3 hours daily and later on after March they will ask for 9 hours. But for that we need seat allocated in office and without seat how employees will manage the working hours in office . Any idea that how to get seat allocated, as we are not in bench and having timesheet in core team or projects.
