Just talk to his boss and raise your concern. The last solution is to quit. But ensure that before quitting you screw that person

If you think you deserve a better manager, there are multiple ways to do it. As someone already mentioned

  1. you can quit - you have full control
  2. You can apply for IJP - you have full control
  3. You can ask for release - not much control All of these options do not guarantee your next manager will not be toxic.
    Make your decision and move on

You seem to be a JL5 , just give it back to him once in firm but professional tone. Sometimes managers steam roll over folks who they think won’t retaliate. But if you logically and firmly counterattack it will work. I am not exactly sure in what way your manager is toxic to give you more objective advice

Manager has a good backup with HR and own manager so it will backfire if I'll go above. Also my JL is also less than 5 so not sure how to give it a back.
