How to get referrals ??

I am a fresher. I am from tier 2 college and currently in my final year. I am not sure if my projects are good but I have done freelance work in web development. And i am doing leetcode everyday.

I have 2 on campus offers but am not satisfied with it. I just want an opportunity.

Please share your experience how you get referrals and what should I do.....
