How to get BH registration as pvt sector employee?

I am fulfilling the BH registration criteria, as my company is based in more than 4 locations. But dealers are saying that they cannot do a BH registration for the vehicle if I'm not a Central govt employee.

Even the Karnataka High Court has made it clear that BH registration should be allowed for eligible private sector employees.

Does anyone know if any car dealerships (preferably Tata Motors) are offering BH registration? Is there any other way to get it done (other state, online channels etc.)?

I tried but they asking Payslip should have mentioned Pune not Bangalore & also required local address

I checked recently but in Bangalore they are not doing.I checked with KIA in Pune and the guy agreed to provide BH series number
I don't think in Bangalore it will start anytime soon
