How to get a release from a project ? If it bongs to manufacturing domain ?

Hello folks , i am an infrastrycture engineer and looking for a project release from my current account . I am working as a sub lead and already have crossed 3.2 yrs in this role/ project . When i asked about the release from my lead he said now a days we have stopped giving release from manufacturing projects . Its a strict NO from the isu head . Any guidance ?
