How to find freelance clients on twitter, LinkedIn?

Basically the title, I am new to freelancing as a web dev. I want clients but on upwork, fiverr is so crowded i can't get any. I heard lots of people get clients from LinkedIn and Twitter. How do they get clients, Is public profile needed or past projects required? I haven't posted my projects on LinkedIn or Twitter.
