How to dm HRs and ask for referrals?

I am switching jobs for the first time and it is super hard, I've been applying to openings left and right but there are not even replies, let alone calls or interviews. So decided to start connecting and reaching out to HRs, project managers and team leads. But l'm not sure what to say and how to ask for a job or referral. Would really appreciate if there's any template that works well.
