How to decline a project allocation

Hi folks

Im new to tcs having 3.3 yoe, im allocated to a project which doesn’t match my skill im in touch with a unit dm who says its just an arrangement as the project which i was identified for the swon is not created yet, if things go sideways how can we decline the allocation, also the allocation is only fr a month
