How to Counter 'We Can Only Match the Offer' Responses?

I've received an offer of 11 LPA from a company, considering my 2.4 years of experience. However, I'm aiming for a salary of around 15 LPA and am currently exploring other opportunities.

Unfortunately, I've cleared three interviews so far, but each company has expressed budget constraints, offering only to match the initial offer of 11 LPA. I'm struggling to negotiate a better salary. Seeking advice on how to handle this situation and potentially secure a higher offer.
