Just put the efforts on the holiday you worked and comp off will be added automatically.Then apply it when you need it.

The manager is not responding, they just called me during the holidays and asked me to work but now they are not responding, I filled the time sheet with working hours but no comp off mail also triggered

Just mark the attendance, approval will be sent to the manager....

Comp off application? It's not rocket science. Check policy, document work, talk to manager, submit request, follow up. Simple. "Samajhdaar ko ishara kaafi hai". Now, why can't you understand simple procedures?
