You can raise ssd and request exceptional approval but do it quickly as the policy was locked 2 weeks back request for an exception mostly they will help

If the cycle is closed, you can only add new born child or your spouse. If you are looking to add father or mother you can’t and would not get any exception, the only way is to enroll next year.
